Are you looking to make a real impact in regeneration and place making? Join our team as a Localities Lead (Place Regeneration) and play a pivotal role in transforming our town and city centres. This is a 12-month fixed term contract or secondment opportunity that offers you the chance to work on exciting regeneration projects in some of Essex County Council’s priority places. About the Role The Localities Lead role will support place investment and delivery partnerships, overseeing the development and delivery of high priority regeneration and economic growth projects in our key localities. You will work with local partners and teams across the Council to deliver mixed use development (including refurbishment and new build) alongside related public realm and transport interchange schemes. Alongside specific regeneration activity, you will also draw together the Council’s wider economic growth activities in key localities, building great working relationships with local partners in those places. You will develop a deep understanding of how different functions and services can best work together to maximise our impact in these locations and lead practical action to deliver better outcomes. With experience of translating policy into deliverable regeneration projects, you will be a credible, authoritative leader on behalf of the County Council in our key localities. Adept at developing coherent programmes of work, you will spot and develop opportunities to promote innovation and greater commerciality. You will be responsible for… Developing and delivering regeneration partnerships and project proposals: Managing the implementation of place-based investment and delivery partnerships, working closely with at least one district/city council. Developing regeneration projects and delivery strategies from inception to implementation. Leading the preparation of funding bids and project Outline Business Cases for individual regeneration projects. Supporting key governance processes. Overseeing the delivery of projects, including strategic risk and issue management and benefits realisation. Developing and maintaining tools to analyse the effectiveness of the interventions in places. Developing strategies and partnerships in places: Translating strategy into a coherent plan of action for a key locality, maximising the effectiveness of future investment and intervention. Building strong working relationships internally and with a range of external partners, acting as a trusted partner to deliver shared goals, including support for member or partner boards, funding and delivery vehicles. The experience you will bring… Educated to degree level or equivalent by experience with evidence of continuing professional development and knowledge in place regeneration. Proven experience in business case development, development viability and cashflows, urban regeneration/development. Experience and understanding of programme and project management. Ability to interpret and analyse data, using evidence and insight to draw conclusions around how key challenges can be met. Experience of translating policy into practical application, across a wide range of subject areas. Experience of place-based working, building strong relationships with partners, which are collaborative and influential in their nature to achieve joint objectives. Continuous improvement and innovation – translating learning to develop new approaches to service delivery. Effective at influencing and leading others – drawing on expertise across the organisation.
