National Specialty Advisor Children and Young People
The Children and Young People's Transformation Programme was established in 2019 to oversee the delivery of the NHS Long Term Plan commitments for children and young people (CYP). More recently, the government set out its ambition to raise the healthiest generation of children in our history. To achieve this ambition, we need to make substantial changes to the services children use to improve children's health outcomes. The National Specialty Advisor will be vital to the successful delivery of NHS England's strategic priorities for CYP and will ensure new policies are clinically led. We work particularly closely with the National Clinical Director for Children and Young People and the Royal College of Paediatrics and Child Health. The work of the programme is overseen by a Children and Young People Transformation Programme Board that brings together key partners across health, care, and education. Main duties of the job
The National Specialty Advisor will support the National Clinical Directors and Medical Directors to provide clinical advice and leadership including: Clinical advice and leadership to drive transformation of services for patients; Clinical advice to support the commissioning of services; Clinical advice on ad hoc issues to support parliamentary accountability. The post holder will provide clinical leadership and advice to support the programme SRO and National Clinical Director in the successful delivery of the Children and Young People's Transformation Programme. This includes influencing policy development and implementation, securing key stakeholder buy-in, promoting the NHS, and acting as a spokesperson for both organisations. The National Specialty Advisor will provide input into other clinical leads across the organisation in their specialty (e.g., GIRFT leads, CRG chairs) to ensure all parts of the organisation are pulling in the same direction. The appointment is offered on secondment on a part-time basis (0.2 FTE), to be agreed between the team and successful candidate with an annual review of progress. The National Specialty Advisor will provide clinical advice for NHS England's major programmes of work. They will work with programme senior responsible owners, the National Clinical Director, and other stakeholders to develop and deliver the programme's ambitions, improving the quality and value of healthcare services and ensuring programmes are clinically focused and credible. The National Specialty Advisor for Children and Young People will be responsible for the provision of high-quality clinical advice to drive the government's ambitions to improve outcomes for Children and Young People. Responsibilities will include: Being a senior member of the Children and Young People's Transformation Programme, which will include working across many of the national commitments for Children and Young People such as improving care for long-term conditions, reducing infant mortality, and redesigning the transition to adult services. Working with Local Systems to support them with transforming services for children and young people and delivering on local plans. This will include working with ICB Children and Young People's programme teams. Input into other key NHS programmes of work such as specialised commissioning, elective recovery, urgent and emergency care, clinical audit, improvement programmes, and clinical policy. Providing clinical advice on live issues and incidents as they arise and clinical input for Parliamentary business, media, and Board meetings. Person Specification
Qualifications
Educated to degree level in a relevant medical/scientific/nursing/allied health/pharmacy/dental discipline. Knowledge and experience
Knowledge and experience of working in or with the DHSC, arm's length bodies, and other health organisations. Skills and capabilities
Track record of delivering major change programmes to transform clinical services. Values and behaviours
