About the job The Navy Command finance team provides vital support to and enabling of Royal Navy front line operations, activities and programmes both within the UK and globally. The team manages a budget of c. £8.5Bn per annum and delivers a wide range of high quality financial support and outputs to senior leaders and teams across Navy comprising both armed forces and civilian personnel. As an integral part of the Navy Command Finance Team, the Financial Accounting Manager plays a key role in ensuring that Navy Command delivers accurate and timely financial and statutory reporting to MOD and other external partners. We are looking for someone who is committed to providing an excellent finance service, focusing on technical areas of accounting such as non-current assets, VAT, provisions, lease accounting, and financial reporting. The role will also require good collaboration skills to ensure that Navy management reporting teams have clear and concise direction on financial accounting matters, and audit requirements are met. This position is advertised at 37 hours per week. Job description The Financial Accounting Manager role focuses around the management of a team of 2, to produce the Navy Command Statement of Financial Position (SOFP) accounts and Annual Report and Accounts (ARAc) along with responsibility for communications to all Finance staff on accounting related matters. The role provides an interface between the individual finance teams within Navy Command and external bodies such as MOD Centre, auditors and other Command colleagues. Key Responsibilities: Manage the production of the Navy Command input to the MOD’s statutory accounts. Collating and consolidating the organisations accounts input and ensuring the integrity of data collected. Maintain accurate accounting models for Navy Command provisions and leases, ensuring that ledgers are updated and reconciled monthly. Act as the Navy Command focal point for financial accounting policy and guidance for dealing with Non-Current Assets, VAT and Losses and Special Payments Reporting. Lead a team of 2 EO’s; motivating and mentoring team members to deliver high quality outputs; focusing on continuous improvement to drive efficient and effective processes for financial accounting. Coordinate the National Audit Office (NAO) audit programme. Collating information to provide evidence and robust explanations for audit samples, collaborating closely with auditors and ensuring completeness of audit packs. Support Finance Business Partners on accounting and VAT issues, ensuring compliance with policy. Raising issues to, and engaging with, the Technical Accounting and Tax Centres of Excellence to agree accounting treatments as required. Lead Navy Command’s non-current asset verification, accounting and reporting and liaising with other Commands to ensure assets are capitalised in line with policy. Person specification The successful candidate will: Be a great teammate who can work collaboratively, quickly building successful and influential relationships with colleagues across the Navy and MOD finance functions. Be able to communicate effectively to achieve desired outcomes. Demonstrate the confidence, composure and credibility needed to challenge the way activities are delivered. Have excellent analytical skills and provide data to aid management decision-making, providing senior leaders with financial advice on matters affecting their business areas. Play a key role as part of a team that supports, assures and challenges finance business partners to produce robust management information and communicate insights. Recognise change as an opportunity to deliver efficiency and innovation acting as an agent for change when you identify the chance to make valuable contributions. Be a positive and effective leader, supporting the wider finance staff providing opportunities for development and encouraging ideas for improving team performance. Essential The skills for working with data and figures and good attention to detail. With a track record of creating, maintaining and manipulating spreadsheets in Excel to a high standard. Experience of manipulating and analysing large and sophisticated datasets, and experience of successfully communicating complex information simply. Good interpersonal skills and be able to quickly build strong relationships across diverse and dispersed teams to produce timely, accurate and effective management information. Desirable Qualifications - qualified, or studying towards AAT level 4, CCAB, CIMA or equivalent qualification.
