Managing a team of approx. 30 staff, the role will witness an individual forming part of the senior management Hard FM team and joining an ambitious organisation which is constantly looking to develop new and existing services to provide the best possible healthcare facilities management services within the region. Directly managing a team of specialist engineering managers who collectively manage engineering services typically found within a large acute NHS Trust. The successful applicant will have a proven track record of leading and coaching staff and teams to ensure that the relevant teams & individuals can be supported and helped towards ensuring that statutory, mandatory & best practice compliance in relation to engineering building services can be achieved.
Although based at South Tyneside Hospital, there may be a requirement to travel/work at any CHoICE maintained premises & participate within the Engineering Managers On Call Rota.
Main duties of the job The role will require you to have a significant specialist knowledge and experience in engineering and building services typically associated with a large acute NHS Trust. Managing a team of specialist engineering managers responsible for the management engineering and energy & sustainability services, you will have a proven track record of leadership and staff development. As a focal point within the operational Hard FM team, you will have excellent analytical and judgement skills and be able to receive highly complex facts, figures and information across a wide range of engineering-related services.
Working closely with the Head of Estates and Deputy Director of Estates and Facilities, you will have highly developed planning and organisational skills and an excellent understanding of engineering compliance and be able to quantify risks and backlog maintenance requirements to assist in the ongoing investment and development of on-site engineering services.
You must have excellent communication skills and be able to communicate at all levels within CHoICE and the Trust as part of the management of maintenance activities. The successful applicant will also be assigned budget holder for the engineering operational budgets. As part of this responsibility, the successful applicant will be required to review ongoing expenditure and ensure that the works and activities are required and being procured in line with the organisation's standing financial instructions.

Job responsibilities The Operational Estates Manager (South Tyneside Hospital) will be professionally accountable and responsible for the day-to-day management of the Estates Engineering, Specialist Services and Hard FM Admin Departments for Choice Facilities Services based at South Tyneside Hospital.
Directly managing Engineering estates officers with responsibility for managing up to 50 staff across multiple sites such as South Tyneside Hospital, St Benedicts Hospice, Clarendon, Palmer Community Hospital and various community premises. The post holder shall provide professional advice to the Estates Manager/Head of Estates to ensure that the Department delivers a comprehensive, effective and compliant facilities management service. The post holder will undertake the duties/responsibilities as defined in Trust and Choice Policies relevant to Engineering Services and will act as the Responsible, Deputy or Authorised Person for a small number of key services as identified within HTM00 Policies and Principles of Healthcare Engineering.
The post holder will be responsible to ensure that all statutory maintenance and data required to maintain proper records of all statutory requirements and services to comply with the requirements of current legislation and provide assurance to the Estates Manager/Head of Estates that risks are being actively managed in line with current legislation and guidance.
The post holder will be responsible for the continuous development of staff through appraisals and the identification of training needs analysis to ensure that the necessary skills are in place to deliver a timely, safe, compliant and efficient cost-effective service.
Person Specification Qualifications
Educated to degree level qualification or equivalent in relevant engineering discipline with further specialist training and/or experience to masters equivalent level
Membership of a professional body
Registered with the Engineering Council UK
Management Qualification/Training
Physical Skills
Undertake moderate moving and handling activities with the ability requirement for physical dexterity, hand and eye co-ordination
Perform testing and asset condition surveys using a range of technical and non-technical devices and instruments
To sit at workstations for a prolonged period of time then adapt to undertake site surveys or respond to emergency situations
May be required to travel, work and manage at all of CFS managed sites
Skills and Knowledge
Specialist engineering (such as pressure, LV/HV, fire alarms, water systems and ventilation) and building knowledge (such as Asbestos, windows, building construction) to masters level
Knowledge of planning and project management processes
Detailed technical knowledge to facilitate and carry out the role of an Authorised person / Responsible person as defined in the appropriate HTMs for a small number of disciplines
Excellent negotiation, presentation, written and verbal communication skills
Ability to relate / communicate a wide range of subject matter to a diverse group of professional colleagues
Experience
Extensive knowledge and experience of principles, theories and practices of a wide and technical diverse range of subjects relating to the management of the Estates services
Management experience in dealing with Human Resource issues in line with set policies and procedures, such as disciplinary, attendance management etc
Evidence of managing a large in-house team
Ability to develop and motivate people
Proven management experience at operational level
Ability to assess risks associated with engineering processes and to formulate appropriate procedures to mitigate risk
Experience of undertaking a similar role within an NHS environment
