SHREWSBURY You will be responsible for the strategic commissioning of substance use prevention, treatment, and recovery services. The role will also take a lead role in the development and delivery of the Shropshire Substance Use Strategy, the Shropshire Safeguarding Community Partnership’s Tackling Drugs and Alcohol Partnership Group’s Business Plan, as well as substance incident management preparedness and response. The role will act as professional lead and subject matter expert, providing strategic planning, technical and tactical input at appropriate times and recommending appropriate courses of action with regards to risk management and harm reduction. Key Responsibilities:

Commission a substance use prevention, treatment & recovery system across the county ensuring continuous improvement in the delivery of high-quality, evidence-based services, which are effective, efficient, accessible, and led by best practice within financial and resource boundaries. Ensure that the national commissioning standards are adopted locally in all commissioning work. Lead and deliver the production of a rolling cycle of commissioning strategies ensuring they follow the commissioning cycle of needs assessment, planning, purchasing/contracting, performance, and review and are continuously refreshed to meet the desired outcomes for service users and carers/family members in the context of recovery and self-directed support. Implement service improvements and alternative, evidence-based models of care in line with established objectives to deliver a local substance use recovery system which is high quality, effective, and adds value that is evidenced via appropriate governance. Use research, subject matter expertise, and technical skills to support service improvement and project development coordinating activity into new ways of working that further the Council's aims in respect of locality commissioning and the wider transformation programme. Lead on the negotiation of changes to service contracts in conjunction with finance, clinical colleagues, and relevant partner agencies where appropriate and seek innovative approaches to the delivery of services to improve outcomes. Key Requirements:

Degree in health or care or relevant field or equivalent knowledge and experience for a minimum of 5 years. Full and valid UK driving licence, ability to travel for frequent meetings across the County, and on occasion regionally and nationally. In-depth knowledge of substance use technical guidance, evidence, and strategies and ability to translate this into clear public health advice for stakeholders. An in-depth understanding of the broader public health agenda and messages. Extensive experience of leading all age drug and alcohol strategic and commissioning programmes delivering positive outcomes for individuals across prevention, treatment, and recovery, supporting reduction in inequalities. At least 5 years’ experience in a leadership role in a public health team or relevant organisation. Extensive experience of commissioning and procuring substance use services, using contracting and service level agreements, working in a matrix way with procurement, finance, and legal. Significant programme management and project management experience. Significant experience of using project management tools to develop programmes.
