The Grantham Research Institute on Climate Change and the Environment has established a new Centre for Economic Transition Expertise (CETEx) focused on leveraging, strengthening and amplifying research, and developing well targeted policy analysis and other outputs, by convening policymakers, and by providing technical support, assistance and capacity-building. This new Centre will support the reforms necessary to deliver sustainable, inclusive and resilient economies and financial systems across Europe. For this Centre, we seek to appoint an experienced Policy Fellow to lead policy and research projects related to public finance and fiscal policy as part of a newly established EMDE programme at CETEx. The Policy Fellow will conduct research, develop policies and lead engagements that will support ministries of finance, public finance institutions and other policymakers in EMDEs such as India. They will conduct rigorous, research-based, and policy-oriented analysis, in collaboration with the other Institute colleagues, as well as external key stakeholders in academia, finance ministries, and public finance institutions located in G20 EMDEs such as India, South Africa or Mexico. The postholder will produce a range of policy-relevant outputs of high-quality, including policy reports and briefings, policy blueprints and presentations aimed at accelerating funding for low-carbon or climate-resilient activities or sectors in EMDEs. The Policy Fellow may also support colleagues to produce outputs in academic outlets. They will conduct relevant engagement activities, including conferences, bilateral meetings, seminars and workshops and provide expert advice and capacity building support to senior policy experts and policymakers. Candidates will have a Master’s degree in finance, economics, climate/environmental governance, environmental/ecological economics, public/social policy or a closely related field. Candidates should have experience working closely with or within a fiscal or economic policymaker such as a finance ministry or a public finance institution, preferably on environmental risks or opportunities or sustainability challenges. Additionally, experience working on environment-related policy issues in an emerging market or developing economy such as India is essential. The postholder will have experience of leading outputs (e.g. reports, briefings, events) that achieve impact by influencing policymakers, preferably on environment-related issues and organising workshop or roundtable events that bring together stakeholders across different expertise to bridge academic-policy gap.
