Who we are: Renfrewshire Valuation Joint Board is an independent public authority that was established by The Valuation Joint Boards (Scotland) Order 1995. What we do: Provide a professional valuation and electoral registration service for the Renfrewshire, East Renfrewshire & Inverclyde Council areas in respect of compilation and maintenance of the Valuation Rolls, Valuation (Council Tax) Lists and Registers of Electors. Our Aim: To provide high quality, effective and responsive services to all our stakeholders. Who are we looking for: The principal role is to support the effective delivery of RVJB services by coordinating, supporting and, as required, deputizing for the Divisional Assessor in the leadership, management, and direction of a valuation section. You will lead a team of professional, technical, and, where appropriate, administrative and clerical staff in compiling and maintaining the Valuation Roll and Valuation List for a designated area of responsibility. You will also be responsible for disposing of Council Tax proposals and appeals, which will involve presenting Council Tax cases before a formal appeal hearing, acting as an advocate by leading staff as witnesses. Additionally, you will negotiate appeals with taxpayers and professional agents, prepare cases, and give evidence as an expert witness, providing professional opinions at First and Upper Tier Tribunals. Applicants should be a Member of the Royal Institution of Chartered Surveyors (Valuation Faculty) and have practical experience of all types of subjects, as well as an understanding of the law and valuation methods necessary for Rating and Council Tax. Experience in preparing for appeal cases and appearing as an expert witness is essential. A managerial qualification is desirable. You should possess excellent knowledge and understanding of the legislation and case law for Rating and Council Tax purposes, as well as effective knowledge of good management practices. Strong time management, written, and oral communication skills are also required. Applicants must have excellent negotiation skills and effective IT knowledge. A positive, professional, and responsible attitude, coupled with commitment and the proven ability to work under pressure while meeting strict deadlines, is essential. Experience in supervising staff is desirable. A full driving licence and use of a car for business purposes is essential for this role.
