Procurement and Contracts Manager (EL1/EL2 level equivalent)

Ally group is seeking an experienced Procurement and Contracts Manager to join an Australian government agency for an initial labour-hire contract of up to 18 months. The position is available in Penrith, Parramatta, Brisbane, Canberra, Melbourne, and Tasmania. In this role, you will manage a range of procurement activities and contracts to support program outcomes. You will ensure that procurement activities and contracts are effectively managed and compliant, liaising with both program and corporate personnel, as well as suppliers, to ensure deliverables and milestones meet our expectations. Candidates must hold a Baseline clearance or above and be available to work on a full-time basis. Key Responsibilities include: Partner with the program team to ensure procurement processes and documentation are completed within agreed timeframes, compliant with legislation, encourage quality, maximise value, and manage risk. Provide expert, timely, and strategic advice on Commonwealth Procurement Rules and Frameworks, including DTA and IT sourcing arrangements and policies. Partner with program and corporate functions to provide specialist contract management advice, including drafting, reviewing, and negotiating contracts with clients, vendors, partners, and other stakeholders. Manage and maintain appropriate contract records and registers, ensuring contract expenditure and expiry dates are proactively managed. Monitor contract compliance, ensuring terms and conditions are adhered to, and proactively address any disputes or issues that arise during the contract lifecycle. Identify potential risks within procurements and contracts, including financial, operational, and reputational risks, and work with relevant personnel to implement risk mitigation strategies. Use best practices and data insights to improve and streamline contract management practices. Develop and maintain cooperative and influential relationships with internal and external stakeholders, including liaison, negotiation, and consultation. Perform other duties as required. Qualifications and Experience:

Our ideal candidate will be a highly motivated individual with proven experience in strategic thinking and governance, and the following attributes: Substantial experience with ICT Procurement and Contract Management in government, ideally within a complex program environment, with an understanding of technology consulting and software-as-a-service contracts. Diploma or Advanced Diploma of Procurement and Contract Management or equivalent experience (5 years or more) in procurement and contract management, including experience using the Digital Transformation Agency Marketplaces (BuyICT platform). Comprehensive knowledge and understanding of Commonwealth Procurement Rules and related legislation, policies, and guidance, or the ability to acquire this knowledge quickly. Excellent stakeholder engagement, communication, negotiation, and influencing skills, including the ability to communicate with senior executive audiences. Strong analytical and problem-solving skills, with the ability to think strategically and develop innovative solutions to complex issues. Proficiency in Microsoft Office Suite is essential. Ability to provide situational leadership as needed to meet team and organisational objectives.
