This approach to sustainable and ethical procurement sets out to meet the guidelines set by the Well-being of Future Generations (Wales) Act.

We're working closely with community groups, voluntary organisations and social enterprises to ensure that local communities are consulted and involved in transport developments. This includes procurement activity and making better social and community use of stations.

As part of our Station Social and Commercial Development Plan, we've appointed Community Ambassadors to liaise with an expanded network of community rail partnerships. They're engaging with local communities to identify projects to bring redundant space back in to use.

Job Description Category Management & Sourcing

Creation and leading of a category management group to drive the category and sourcing strategy through:

* Development of one, three- and five-year category plans, to include plan for individual sourcing projects, identified cost saving benefits and timeframes for category development; and * Scheduling and running regular category review meetings with key stakeholders. * Continually develop functional expertise and category knowledge ensuring it is utilised across the business to improve business performance.

Sourcing

Leading the development of sourcing strategies to achieve annual savings by working with stakeholders to ensure strategies meet the business needs by: * Managing the delivery of spend analysis and supply market research. * Developing a portfolio of market intelligence. * Developing specifications for commodities, products, and services. * Drafting Pre-Qualification Questionnaires, Invitation to Tenders and other tender documentation. * Running tender evaluation and the supplier selection processes. * Ensuring the invited suppliers understand and comply with restrictions associated with supply; and * Ensuring the tender process complies with Transport for Wales Policies and Procedures.

Supplier Relationship Management

* Accountable for managing relationships with key suppliers within the category, leading supplier relationships and when required conflict resolution. * Generating opportunities to serve better; and * Managing risk to supply and costs.

Demand Management

Identify opportunities to reduce cost by agreed objectives through effective management of demand through policy and buying behaviour by: * Reviewing category spend monthly looking for spend peaks and investigating unusually high spend. * Identifying and reducing maverick spend to consolidate all category spend to the designate supplier(s); and * challenging and re-engineering specifications where appropriate.

Contract Management

Leading the contract management responsibility for the category area, including: the development of SLAs and KPIs which will form the basis of contract management and monitoring thus: * Ensuring the availability of data to support supplier performance reporting and reviews. * Ensuring suppliers continue to deliver best value by actively benchmarking against identified and approved comparators * Negotiating any contract changes The Successful Applicant Experience working in a regulated procurement environment with an understanding of public sector regulations Experience of delivering on procurement projects with competitive tender processes Supplier relationship management experience Competent with multiple procurements Stakeholder Management experience CIPS qualified, qualified though experience or willing to complete CIPS What's on Offer Basic Salary between £43,000 - £47,300 Free Train Travel for all employees (free rail pass for your partner if you live with them also) 25 days annual leave plus bank holidays 11.79% employer pension contribution Support with CIPS qualifications Hybrid working - 2 days in office, 3 days from home
