As a procurement manager, you will develop and implement housing strategies and business plans to procure cost-effective emergency and temporary accommodations, fulfilling the Council’s statutory duties. Ensuring contract terms are negotiated, monitor supplier performance and ensure contractual obligations are met. Role Overview Your role will involve leading a team of officers committed to early intervention, ensuring that residents receive timely support to avoid homelessness. Areas of responsibility include: Provide technical expertise and knowledge of the property market to develop policies and procedures. Lead and motivate a team of Procurement and Contract Officers, fostering a culture of high customer satisfaction and continuous improvement through training, coaching, and effective use of technology. Develop an effective performance culture throughout the service delivery by ensuring high quality, value for money services. About you Strong understanding of housing legislation, including the Housing Act 1996, Homelessness Act 2002, and the Homeless Reduction Act 2017, and the duties owed to homeless persons. Excellent current knowledge of the private rented sector housing market and contracts, particularly the issues affecting private rented sector customers and landlords. Knowledge of Procurement, Frameworks, tendering and contracts, and an understanding of property management. Detailed working knowledge of homeless prevention initiatives and their application and effectiveness. Proficient in procurement processes, frameworks, tendering, and property management, with a focus on delivering value for money and effective service outcomes. Ability to lead and motivate teams, set clear objectives, monitor performance, and foster a culture of continuous improvement and innovation. Proven track record in managing budgets, leading teams within social or private housing sectors, and successfully collaborating with various agencies to achieve organizational goals. Excellent negotiating, influencing and liaison skills to promote the Council to private sector landlords, agents and market housing options to customers, staff and stakeholders.
