Job Description

Programme Director, Luton Airport Expansion Plan. Pre-Implementation & Implementation Stages Freelance Contractor, 2-year initial contract. Overview: Exclusively retained by our client we seek a Programme Director to set out the requirements for, and lead, the Pre-Implementation and Implementation stages of the Luton Airport Expansion Plan. The role requires a strategic leader with proven expertise in large-scale infrastructure projects, managing multi-disciplinary teams, stakeholders, and ensuring the successful delivery of key milestones in one of the most ambitious airport expansion projects in the UK. Role Deliverables: Develop the Programme Brief. Define Programme Management Team requirements. Develop the Programme Budget and propose Programme Outcomes Devise and agree the Procurement Strategy, and when the construction team should join the project team. Appoint the design team, with appropriate knowledge, skills and experience. Develop the Programme Plan/Schedule, building on existing work completed as part of the DCO process Gain approvals. Review and comment on key aspects of design as work progresses. Sign off the Stage Report at the end of each stage. Approve payments to the design team, construction team and relevant client team advisors as the project progresses, in line with their contracts. Manage stakeholder relationships and Project Risks. Qualifications & Experience : Proven track record in delivering large-scale infrastructure programmes, preferably in aviation or transport sectors. Extensive experience in project management methodologies and frameworks. Strong leadership and management experience, with the ability to motivate and inspire cross-functional teams. Deep understanding of UK planning regulations, environmental standards, and public sector governance. Excellent stakeholder management skills, with experience working with government agencies, local authorities, and community groups. Commercial acumen with experience in managing budgets, contracts, and supplier relationships. Strong commitment to sustainability and knowledge of environmental impact assessments. A degree in a relevant field such as Engineering, Project Management, Business, or Environmental Science. A relevant post-graduate qualification or membership of a professional body (e.g., RICS, ICE, APM) is desirable.
