£239.54 per day PAYE or £313.65 limited paid via Umbrella Company inside IR35 Our client is looking for an experienced Energy Capital Project Manager. The Energy Capital Projects Manager leads the delivery of the council's major capital energy projects, including decentralised energy, renewables, and energy efficiency measures, from procurement and planning to construction and delivery. They manage a team of project managers and oversee external consultants. Key Responsibilities:

Leading on the council's decentralised energy work, including identifying heat network opportunities, developing strategies, and new projects. Overseeing the development of projects to reduce energy consumption, costs, and carbon emissions in both domestic and non-domestic buildings. Ensuring effective project management through all stages from conception to implementation and monitoring, ensuring delivery to time, budget, and quality in line with council policies. Ensuring good project management practices, including project documentation, planning, risk identification, change controls, health and safety, financial management, legal compliance, regular project reviews, and lessons learnt. Securing project funding, including writing funding bids. Overseeing procurement processes, ensuring all legal and internal requirements are met. Managing complex contracts and capital budgets of up to £50m, ensuring value for money. Developing solutions to project-related issues and supporting team members. Keeping project and delivery boards updated and raising issues or potential overspends promptly. Producing written reports and delivering presentations to provide updates on projects. Communicating effectively with stakeholders to ensure awareness of responsibilities and project status. Maintaining good relationships with project stakeholders. Ensuring the team has the capacity, knowledge, and skills to deliver. Ensuring compliance with Health and Safety regulations and other council policies. Keeping up-to-date with developments in the energy sphere, including new technologies and funding streams. Representing the Energy Services team at forums and public meetings. Deputising for the Head of Energy Services as required. Managing the Energy Capital Projects team in a fair and inclusive manner. Minimum Requirements:

Degree in construction, engineering, or energy-related field, or substantial proven experience in a similar role. Experience managing a team of project managers and consultants, including recruitment and appraisals. Project management experience from conception to implementation, preferably in the public sector. Experience in procurement and contract management for capital projects, preferably in the public sector. Excellent knowledge of district heating schemes, renewable energy, decarbonisation, and energy efficiency measures. PLEASE ONLY apply if you have the necessary skills, experience, and expertise.
