The Recruitment and Estates Leader works within a nationally dispersed team, delivering recruitment services for the entire CFCD directorate. The successful candidate will be required to:
  • Adopt an innovative approach to problem-solving, negotiating and mediating solutions with internal and external partners to eliminate barriers.
  • Create reports and presentations, adhering to tight deadlines, and providing information for internal and external audiences, as well as Senior Leaders.
  • Support the development and implementation of innovative recruitment campaigns to support the overarching CFCD Attraction and Retention Strategy.
  • Ensure compliance with mandatory HR and Civil Service Recruitment Principles.
  • Collaborate inclusively across CFCD, DWP, and external organisations, demonstrating strong leadership and fostering effective working relationships with colleagues and stakeholders.
  • Provide key critical expert recruitment function efficiently and effectively across CFCD.
  • Respond and act within agreed timescales, anticipating and managing customer and business expectations.
  • Support the CFCD Estates strategy through adherence to relevant processes.

Person specification

  • You must be a highly organized and effective leader with excellent communication and presentation skills.
  • Possess a strong working knowledge and experience of recruitment policy and procedures.
  • Experience in the development and/or implementation of innovative resourcing strategies to support candidate attraction and retention.
  • You should be able to demonstrate strong and effective working relationships with colleagues and stakeholders at all levels.
  • Be comfortable dealing with complex customer enquiries and complaints.
  • You will lead by example, actively engaging with your team, ensuring they understand how their work aligns with business priorities and their role in supporting them, while continually striving to improve the teams performance.
  • Be able to work at a fast pace, flexibly, and adapt well to changing priorities.
  • Experience of managing estates strategies and processes, including digital transformation.
  • Be capable of making fair, effective, and timely decisions, seeking support and advice when necessary.
  • Proficient in the use of Microsoft 365 applications.

Essential experience

Applicants must have experience of delivering operational recruitment at pace in a large organisation.

Desirable skills
  • If based in Wales, the ability to speak Welsh is desirable.

Selection process details

This vacancy is using Success Profiles (opens in a new window) , and will assess your Behaviours, Strengths and Experience.

Stage 1 written application and sift

As part of the application process, you will be asked to complete a name-blind CV with a maximum of 300 words. This should cover your work history, professional experience, relevant training, and qualifications. The CV will be scored. Please focus on key achievements that are directly relevant to these three essential criteria:
  • Strong organisational skills with the ability to prioritise and manage multiple recruitment campaigns using innovative resourcing strategies.
  • Self-motivated, strive to achieve quality outcomes and excellence, putting the needs of customers at the heart of everything you do.
  • Work well as part of the team and strive to create a collaborative high-performing environment.

You will also be asked to complete a personal statement of 750 words, that will be scored. The personal statement must be used to answer the three questions below. Candidates must decide how many words to use to answer each question. You should also consider both the job description and person specification details above when providing your evidence.
  • Describe a situation where you have displayed strong leadership, negotiation and influencing skills whilst working collaboratively with stakeholders to successfully manage a recruitment campaign.
  • Describe a situation where you have used your organisational and interpersonal skills to deliver business priorities whilst ensuring deadlines were met within a fast-paced environment.
  • Provide an example of a time when you instigated a new approach to recruitment processes to improve the performance of your team or organisation.

  • Your personal statement needs to set out evidence of how your experience meets the requirements set out above. Your layout is entirely your preference; you may choose narrative, bullets, etc. One narrative example may cover the requirements needed. You dont have to explain the whole process, just what you have done and the skills and experience you have used. Share with us what makes you suited to this role and why. What you can do, the skills you have that are transferable and the life experience or passion you have that are linked to this role.

    Stage 2 - Interview

    If you pass the written application sift with the required score you will be invited to a blended interview and will receive an electronic notification to your Civil Service Jobs account.

    Your interview will be conducted via video, you will be using Microsoft Teams and will need to use your personal or work device to access the video link. You will receive a link to join the interview at the appointed time through the email account you provide us with on your application.

    Interviews are scheduled to take place from 20/01/2025, please note that these dates are only indicative at this stage and could be subject to change. Interviews will be scheduled Monday to Friday, between 09:00 to 17:00.

    Preparing for the interview

    The interview will take approximately 45 minutes and will consist of experience, behaviour and strength-based questions . A blended interview aims to be more of a conversation offering a more inclusive approach.The experience, behaviour and strength-based questioning explores what you, the candidate, can and have done, but also your potential.

    Experience and Behaviours

    You will be assessed against the Civil Service Behaviours listed above at level 3.

    To help you prepare and settle into the interview you will be sent the experience and behavioural questions in advance of the interview. These questions should be treated as confidential and should not be shared. The interview panel may ask you other questions which will not be shared in advance, including follow-up questions on experience and behaviours, and those about your strengths.

    An example of a behavioural question would be Tell me about a time when you have had to deal with a difficult customer.

    It may help to use one or more examples of a piece of work you have completed or a situation you have been in and use the WHO or STAR model to explain:

    Strengths

    It is difficult to prepare for strength type questions. However, you can think through your answers, focus on your achievements and aspects you enjoy and decide how these can be applied in the organisation and role.While strengths questions are shorter and we do not expect a full STAR response, the panel is interested in your first reaction to the question and information or reasoning to support this.

    Stage 3 offer

    Once all interviews have been completed, you will be notified of the outcome by email. Offers will be made in strict merit order to the highest scoring candidate first.

    The successful candidate will be notified of a start date following successful security checks, which is likely to be during March 2025.

    • If you are offered the role you applied for, in a location you have expressed a preference for, and you decline the offer or are unable to take up post within a reasonable timeframe you will be withdrawn from the campaign and removed from the reserve list, other than in exceptional circumstances*.

    Hybrid working

    This job role may be suitable for hybrid working, which is where an employee works part of the week in their DWP office and part of the week from home. This is a voluntary, non-contractual arrangement and your office will be your contractual place of work. The number of days that anyone will be able to work at home will be determined primarily by business need but personal circumstances and other relevant circumstances will also be taken into account. If you are successful, any opportunities for hybrid working, including whether a hybrid working arrangement is suitable for you, will be discussed with you prior to you taking up your post.

    Working pattern

    Part-time, part-year, term-time compressed hours and job-sharing working patterns within working hours will be considered but must meet business needs. Wewill do our best to let people with existing part time contracts retain their contracted hours provided they are in line withcurrent business needs. Please note that successful candidates with agreed alternative working patterns may be required to work full timefor specific periods to complete all training and consolidation.

    Hours of work

    The full-time working week in DWP is 37 hours. You may be required to work at any time between the hours of:
    • 7:45am and 8:00pm on any day between Monday to Friday, and
    • 8:45am to 5:00pm on Saturday.

    Managers will agree working patterns with successful applicants within these business hours and review these asappropriate. You will be given advance notice of your personal schedule.

    Learning and development

    DWP takes development seriously. Our aim is for our colleagues in these roles to be appropriately skilled and qualified as determined by the business. To support this aim you may be required to undertake a work-based qualification, such as an apprenticeship, which will support you in further developing your professional knowledge and skills for this role and your future career development. The qualification can be undertaken in work time. You agree to take this job on the basis that you may be required to undertake a work-based qualification; your failure to participate fully in the professional programme, once appointed, may be a breach of your employment contract.
