The Insights and Intelligence Team provides the NHSE South West regional team with high-quality information, analysis, and analytical support. We work with the national D&A directorate and other regional analytical teams to reduce duplication and take advantage of specialist skills across NHSE. The I&I team delivers services across 4 core functional areas of work: Analytical Delivery - the main point of contact for customers in our programmes, responding to ad hoc requests and identifying and working with the other functions to support customers with insightful analysis. Advanced Analytics - providing specialist support to regional teams, regional programmes, and ICSs, using specialist analytical techniques to primarily deliver predictive and prescriptive analytics with products including Forecasting, modelling, strategy & forward look, and in-depth analysis. Analytical Products - providing the foundation of robust analysis allowing reliable insightful analysis by delivering data, automation, and visualisation expertise to the region and ICSs. Analytical Oversight - providing regionally focused cross-cutting analysis and ICS support, and will lead on data & analytics strategy & transformation, workforce development, resource management, and business operations. This role is expected to sit within the Analytical Products function but there is likely to be opportunity for the post holder to work within different functional teams in future. Main duties of the job

This role is a senior leadership role within the team. The postholder will lead on one or more work areas, as a subject matter or technical expert. This role will often work as part of multi-disciplinary 'squads', made up of colleagues, both internal and external to the Insights and Intelligence team, to deliver on projects that require a range of skills and knowledge. This role will most closely align to the Data analyst data skills family at Advanced Practitioner level within the national competency framework. The specialisms expected to strongly feature within the Analytical Products team are data visualisation, Statistical process control (SPC), Technological specialisms, Data automation and Information governance, as well as competencies within the Leadership & Management and Working in Projects ancillary frameworks. However, candidates with competencies in other specialisms or those more closely aligned to the Data Science or Data Engineer data skills families are also encouraged to apply. About us

The Senior Analytical Manager will deliver a high-quality data analytics service to NHS business teams using extensive knowledge of NHS data and business processes, and excellent technical skills in data management, business intelligence and analytics, with a focus on building self-service analytics solutions which will allow business users to analyse data themselves. In particular, the post holder will: Demonstrate significant experience and understanding of a breadth and depth of analytical methods and their application, to provide timely analysis and intelligence to a standard which reflects current best practice. Structure problems and develop appropriate analytical solutions, analysing and triangulating data in innovative ways, and adapting approaches to deal with ambiguity. Take a practical approach to providing advice, giving persuasive explanations of complex concepts orally and in writing to a range of audiences. Have good project management skills, including the ability to plan, manage and deliver a portfolio of projects, juggle competing priorities and tight deadlines for self and team, and work autonomously to drive own work programme and that of team members. Work with other team leaders to develop and manage all staff in the analytical team, providing appropriate coaching and support. Build and manage collaborative relationships across the health system, including internal and external policy and analytical teams, providers and clinical experts. Person Specification

Qualifications

Educated to master level in a relevant subject (such as Mathematics, Economics, Statistics, Operational Research, or a related quantitative or analytical discipline) or equivalent level of qualification or significant equivalent previous proven experience in specialist area. Educated to post-graduate level or equivalent level of experience of working at a senior level in specialist area. Knowledge and Experience

Extensive knowledge of specialist areas acquired through post-graduate diploma or equivalent experience or training plus further specialist knowledge or experience to master's level equivalent. Evidence of post-graduate qualification and continuing professional development. Must have an understanding of the background to and aims of current healthcare policy and appreciate the implications of this on engagement. Have an appreciation of the relationship between the Department of Health and individual provider and commissioning organisations. Experience of budgetary responsibility, including budget setting with evidence of working knowledge of financial processes. Experience of building effective cross-functional working relationships to drive organisational agenda. Skills, Capabilities and Attributes

Able to deliver a programme of analytical work that considers and reflects the wider NHS or specific sector context. Influences development of data in programme area. Experience of triangulating data from different sources and demonstrate an appreciation of the differences that might occur in large datasets. Able to apply analytical methods to explore the presenting problem and identify key issues. Able to mentor others in understanding of large and complex datasets and data sources and in assessing quality and reliability. Must have good context, data, analytical and consultancy skills. Should be able to demonstrate problem structuring and solving skills. Ability to build and document complex and varied analytical models. Can use segmentation and or clustering to better understand population being modelled. Good presentational skills for conveying complex concepts. Ability to use informed persuasion to influence others. Highly developed communication skills with the capability to analyse, review and make sense of highly complex, sensitive or contentious information across a diverse range of subjects relevant to post portfolio. Demonstrable skills in presenting complex concepts and information which may include difficult and controversial issues, across a wide range of audiences. Ability to understand a broad range of complex information quickly and making decisions where opinions differ/no obvious solution. Evidence of planning and delivering programmes and projects and services on time. Ability to work without supervision, providing specialist advice to the organisation, working to tight and often changing timescales. Interpreting national policy for implementation. Demonstrable experience developing, managing and motivating teams/individuals to ensure success. Experience of delivering against competing priorities and deadlines while also directing the work of teams/individuals. Experience in using a range of statistical software such as SAS, SPSS, R, and SQL. Technical skills in data management, business intelligence and analytics - including data modelling, data visualisation (e.g., Tableau and Qlik) and data blending (e.g., Alteryx and SSIS) along with other supporting tools (e.g., Microsoft BI stack). Awareness in project and programme management methodologies such as Prince 2, MSP and / or Agile. Ability to identify risks, anticipate issues and create solutions and to resolve problems in relation to project or service delivery.
