Mears are currently looking for a Senior Commercial Manager to join our team in Leeds to provide both commercial and contractual support to the contractual operational teams responsible for service delivery in the region. Mears provide tailored rapid-response and planned maintenance services through partnering arrangements with more than 70 local authorities, Arm’s Length Management Organisations and Housing Associations. About the Role This is a key leadership role providing time-critical commercial and contractual advice and guidance to all contracts that are delivered from the Mears branch in Leeds. To apply for this role, you will be an expert in your field with substantial experience working within the Housing Repairs sector and possibly have a Housing Association background, along with extensive knowledge of working in social housing. Ideally, you'd be educated to HNC/HND level or have a proven career history. Moreover, you should ideally have a clear understanding of the National Housing Federation Frameworks and Schedule of Rates. You will be a leading member of the management team directing a team of commercial specialists, with responsibility and accountability for: Commercial P&L, cash and WIP management, National Housing Federation Framework and Schedule Of Rates application and management for several large client contracts, Contractual interpretation and negotiation, drafting and negotiation of contractual compensation events. Subcontractor Management including negotiation of SLAs & Rates, Tender appraisal, bid strategy and adjudication ensuring commercial opportunity is optimised. Identifying any commercial threats to the business and ensuring debt/WIP is kept to an absolute minimum. You will achieve this through: Partnership working with client representatives, establishing mutually beneficial relationships whilst ensuring that contractual terms and conditions are fully understood by operational teams and complied with accordingly. Reviewing Tender Workbook/Cost Plan with the Team and subsequently agreeing target budgets for each element of the project prior to presentation to operational management. Monitoring procurement of materials & subcontract packages in line with the Procurement Schedule & Procurement Strategies to ensure Mears achieve or exceed financial targets. Managing and monitoring all commercial rates input into Mears management systems. Ensuring that no subcontractor commences work on site in the absence of an agreed, signed and executed subcontract order and supporting documentation. Reviewing all contractual matters in relation to tenders, contracts, subcontracts, warranties etc. to ensure they are understood and implemented. Monitoring correspondence for each contract and allocating tasks and responsibilities as required. Attending internal Review Meetings and external Client Meetings to ensure that procedures are being adhered to and the Company is adequately represented. Reviewing monthly cost books with the Central Finance team, making provision for all known costs in order to accurately forecast the final outturn position as part of the Turnover and P&L forecast. Reviewing all contractual correspondence related to clients or subcontract accounts prior to issue to safeguard the Company’s contractual position. Liaising with the Supply Chain Manager regarding all material & plant procurement/ordering and maintenance of the subcontractor database. Role Criteria High level of IT skills, i.e., Excel, Word, etc. Ability to review and comment on NEC & JCT contract frameworks. Strong interpersonal skills. Good communicator and negotiator. Senior management experience, plus broad experience of managing subordinate staff. Self-motivated, driven and independent, able to work with minimal supervision.
