Role Summary: The purpose of this role is to develop the Financial Control environment within the company, assist with the production of the Annual Report and lead on all aspects of the Annual Account. This role has one member of staff reporting into it.

Key Responsibilities

Lead on all aspects of the Annual Account process, including the production of a draft account at Period 9. Assist the Company Secretary in the production of the Annual Report by taking ownership of specific aspects of it e.g. the Remuneration Report. Work with the company secretary, the Audit Committee and Senior Management to produce a draft Annual Report and Account to an agreed timeline and standard, for review by the external auditor (the NAO). Ensure the Annual Account is comprehensively supported by audit evidence which has been reviewed and tested. Following the audit, lead on addressing each issue raised in the external Audit Report. Liaise with the Department for Transport (DfT) on the completion and their Group consolidation packs and Whole of Government Account submissions. Promote and enhance the financial control environment operating within the company and take steps to make sure that the company complies with Government financial reporting standards, policies and procedures. Lead on the annual Management Assurance exercise, which aims to provide the Chief Executive Officer and the Board with assurance that internal controls work effectively. Lead on ‘preventing fraud, corruption and bribery’ activity, liaising with the DfT where necessary. Responsible for all aspects of the Balance Sheet. You will oversee and review the completion of Balance Sheet reconciliations each month. As technical accounting issues arise, work with the Head of Finance to determine a way forward. Proactively seek ways to improve how processes are completed. Due to the small size of the team, provide back up for the team to ensure critical processes can be completed should team members be on leave or absent. Facilitate the integrity and privacy of financial data. Responsible for managing and supporting direct reports including: coaching and developing team members to drive individual growth and operational excellence. Leading continuous improvement, through regular performance management and ensuring compliance with organisation policies and updating relevant systems. Take responsibility of your own and others’ health and safety by adopting and working to the EWR Co Health and Safety principles. Demonstrates a cost-conscious mindset, keeping tax payers’ money at the forefront of decisions. Shows a commitment to innovation by proactively seeking creative solutions to challenges and opportunities. Act as a role model for EWR Co’s vision and behaviours, working in ways that are aligned with EWR Co’s Ways of Working, as well as encouraging and supporting others to do so too.

Skills, Knowledge and Expertise

At least 3 years’ accounting experience in a similar role. Experience of producing Annual Accounts. Excellent technical knowledge. Strong analytical skills. Working knowledge of financial regulations, systems and procedures. Strong people and team management skills with the ability to engage and manage stakeholders. Excellent communication and presentation skills. An appreciation for and an interest in driving innovation and change in an established industry or organisation. Experience and confidence in dealing with high levels of uncertainty and ambiguity in a constantly changing and challenging environment. UK public sector experience is advantageous, UK rail and/or capital programme knowledge is also valued.

Education and qualifications: Qualified Accountant (ACA, CIMA or equivalent).
