The Estates team provide a comprehensive support service for the delivery of infrastructure across the system. The team supports all providers in estates and facilities management in both strategic and operational roles, including statutory functions in the management of the community and primary care estate. The team is tasked with developing and delivering the ICS infrastructure strategy over a 10 year period which includes supporting the New Hospital Programmes, development of the Primary Care PCN estate, development of the Lift and NHS Property Services estate and prioritising system capital. This role is focussed on the Primary Care and PCN Estates strategy, delivery and operational parts of the service and the post holder shall be the system lead with responsibility for all primary care estates functions. Main duties of the job

Lead the development and strategy for the primary care and PCN estates activities. Develop an operational programme with a project pipeline for primary care EFM projects. Chair and lead all necessary primary care estates technical and development meetings. Be the subject matter expert on a range of primary care estates matters and hold an operational case load on matters and solutions. Hold budgetary responsibility and oversight for primary care capital and revenue. Develop and lead the programme for bid and grant funding for premises schemes as and when launched from NHSE. Develop effective working relationships with a broad range of internal and external stakeholders including national networks, the heads of primary care and associated development team, ensuring there is joined up thinking, provision of advice in associated estate development. Qualifications

Educated to masters' level or equivalent level of experience of working at a senior level in specialist area Extensive knowledge of specialist areas, acquired through a post graduate qualification or equivalent experience or training Experience

Significant experience of successfully operating in a politically sensitive environment Experience of identifying and interpreting National policy Experience of researching best practice (globally, private and public sector), interpreting its relevance and processes/ practices which could be implemented successfully to achieve improved performance(advising on policy implementation, where applicable) Must have an understanding of the background to and aims of current healthcare policy and appreciate the implications of this A strong understanding of the relationship between NHS organisations and wider system, regional and national organisations Comprehensive experience of project principles techniques and managing successful projects Skills and Abilities

Ability to identify risks, anticipate issues and create solutions and to resolve problems in relation to project or service delivery Ability to understand a broad range of complex information quickly and making decisions where opinions differ/no obvious solution Ability to support the budget setting for a number of teams/services across a directorate Evidence of planning and delivering programmes and projects and services on time Demonstrated capability to plan over short, medium and long-term timeframes and adjust plans and resource requirements accordingly Contributes to the formulation of strategic plans Abilities for financial and staff management Must be able to prioritise own work effectively and be able to direct activities of others, which may be across a number of workstreams Experience of managing often complex situations and effectively motivating a team and reviewing performance of the individuals Disclosure and Barring Service Check
