An exciting and rare opportunity has become available due to the retirement of the previous post holder. We are seeking an enthusiastic, dynamic and knowledgeable professional who is suitably qualified within the arena of either Health or Social Care. You will have a minimum of 2 years’ experience at Team Manager or PO6 equivalent level with regards to managing people and with a proven track record of delivering high quality services within a performance framework.

This post is directly responsible for the provision of the Adult Learning Disability Teams and the Transitions Team, the latter which spans across both the Adult and Children’s Directorates. This is an exciting and professionally stimulating area of work for an individual with a background in learning disability or transitions. The successful candidate will have up to date knowledge of the Mental Capacity Act and the Care Act. The applicant must be able to demonstrate significant knowledge of relevant legislation and the ability to translate that into high quality, safe practice.

The ability to work to competing deadlines and to forge excellent relationships with key partners, specifically within the NHS and Third Sector is essential.

Job Description

Job Purpose:

The purpose of the role is to lead and manage the delivery of services in specified service areas, which may be defined functionally and or geographically.

The post holder is required to ensure the delivery of high quality, effective and efficient services.

As a member of the Service Management Team the post holder will contribute to and be jointly responsible for service improvement and the ongoing development of locality based partnerships to provide fully integrated provider services.

Principal Accountabilities:

The post holder will be accountable to the Head of Service Delivery for:

leading and managing, both organisationally and professionally, the delivery of all services in specified service areas, which may be defined functionally and or geographically

the quality and performance of the specified services

the management of devolved budgets in accordance with the rules and regulations of the Council and the department

developing and maintaining a service specific management structure to ensure the ongoing effective management of services and resources.

ensuring fair and equal treatment for all customers and employees

Job Specific Responsibilities:

Lead day to day service delivery and the continuous development and improvement of specified provider services in accordance with agreed targets and objectives included in council and service plans

In a specific service area ensure that all aspects of service delivery, community engagement and staffing, focus on equality of outcomes and equitable access

Manage devolved budgets in accordance with departmental and corporate procedures.

Ensure that, as a minimum, service practice meets fully defined and documented standards and that all managers and staff are fully aware of the requirements

Directly manage performance of both staff and the specific service, ensuring early intervention where performance falls below, or threatens to fall below, required standards

Implement regular, formal performance monitoring and reporting using agreed management information systems

Ensure that client information is comprehensive, regularly updated and that data protection standards and information sharing protocols are in place and are fully complied with.

Ensure that service delivery is flexible and responsive, to enable it to meet changing priorities and needs

Ensure that the specific service’s workforce development plans and skills mix are designed to meet the specific service requirements

To identify, develop and manage strategic partnerships.
