A key operational arm of HSE, Energy Division (ED) regulates Great Britain’s Offshore Oil and Gas Industry, pipelines, mines, diving and renewable sector. Energy Division has a front-line team of Maritime Integrity Specialist Inspectors who are primarily involved with regulating floating Offshore Oil and Gas Installations.

Assessment of safety cases drawing conclusions as a subject matter expert on the adequacy of the demonstration, raising issues, or considering future inspection work. Maritime integrity topic discipline involvement includes assessment of hull structure and stability, watertight integrity, bilge and ballast systems, station keeping systems (mooring and dynamic positioning), cargo and inert gas systems and operation and offloading systems and operations. Inspections (on/offshore) as part of a multi-discipline team, completing reports and issuing different levels of enforcement depending on the risk present. Investigations of incidents or complaints as a maritime integrity topic specialist in a multi-disciplinary investigation team dealing with evidence gathering, enforcement, prosecutions and supporting others as necessary on technical aspects. Preparation of technical reports / expert evidence for various levels of legal proceedings. Provision of expert advice on health and safety matters associated with maritime integrity within Energy Division, HSE, industry and other relevant stakeholders. Engagement with stakeholders including industry bodies such as OEUK, IADC, BROA, Classification Societies, Marine Safety Forum, BSI and ISO Committees on Offshore Structures to improve benchmark standards for the design and operation of floating offshore installations. From day one, you will be supported by your manager, team and wider colleagues to understand and develop in your role in HSE. We support your continuing professional development directly through training and through stakeholder support and steering.
Whilst working for the HSE and in order to fully understand the legal and enforcement requirements of this role, you will develop your expertise by completing the Specialist Training Programme (STP). This includes a mixture of e-learning and face to face tutorials and requires you to complete a legal assessment. After this training, you’ll then have wider learning opportunities through your Civil Service access. Travel
In role, you will spend on average 2 to 3-night stays offshore (subject to weather) approximately 6-10 times a year for proactive inspection or reactive investigation work, potentially at short notice, all within a small multi-discipline team. Medical Requirements

Essential Skills And Criteria
Ability to interact at ease with offshore operational persons at all levels during inspections and investigations, to represent HSE as an expert within offshore and marine engineering related standards bodies and stakeholder groups and to plan and manage delivery of priorities against very challenging deadlines. Outstanding communication and interpersonal skills to establish professional credibility and authority, as well as contribute to a supportive team, working flexibly, with frequent offshore travel. A team player and willingness to work with other technical disciplines within HSE and duty holders at all levels, having the confidence to present to technical audiences on offshore maritime integrity topics such as station keeping, hull structural strength and stability, cargo storage and offloading and marine environment. Experience in one or more areas involving design, construction, integrity management, and marine operations of floating offshore installations (FPSOs/FSUs, Jack-ups and Semi-submersibles), support vessels, and their marine plant and equipment. Knowledge and understanding of major accident hazards and their control measures for floating offshore installations and mobile offshore units, more specifically those associated with station keeping systems (mooring and dynamic positioning); cargo (oil) storage and offloading systems; marine and structural integrity; stability and ballast systems; marine safety and emergency response systems. Familiarity and working knowledge of one or more of the relevant offshore design codes and standards, including those of the International Standards Organization (ISO); International Maritime Organization (IMO), American Petroleum Institute (API) and Classification Societies. Familiarity with basic principles of risk management and risk assessment tools and sufficient operational knowledge and experience to identify risk gap and underlying issues, enabling you to make effective decisions on the adequacy of existing control measures and gather evidence from offshore personnel including Offshore Installation Managers to support your decisions. Having developed sufficient knowledge and understanding of design principles and safety levels embedded in various offshore structural design codes and standards for floating structures to identify risk gaps where present, and to challenge technical authorities if required.
