Experience and background in commercial property would be ideal although applications from planning and procurement specialists are also welcome.
We are looking for an experienced lawyer to work closely with one of the partners, the Royal Borough of Kingston of Thames. This role involves working on regeneration plans and projects, ensuring compliance with principles of good governance. You will carry out some transactional work yourself and act as an intelligent client for retained external legal advisers, facilitating the work carried out by SLLP colleagues.
Key accountabilities:
Provide customer-focused, high-quality and responsive specialist legal advice in relation to Kingston’s regeneration and major property projects, including compulsory purchase orders.
Represent Kingston’s General Counsel at internal governance boards and advise those boards on all legal and governance aspects of the schemes under discussion.
Act as deputy Monitoring Officer for Kingston and deputise for General Counsel in her absence.
Review and sign off on Committee reports and attend meetings of Kingston’s committees or Full Council as lead legal adviser.
Procure external legal advisers as agreed by Kingston and act as intelligent client, overseeing their advice to protect Kingston's interests.
Ensure that the legal advice and services provided to Kingston are cost-effective, of the highest quality, and solutions-oriented.
Support service transformation and change to meet Kingston’s needs.
Manage an extensive case load of complex and sensitive matters, including drafting legal letters, agreements, notices, orders, and consents, as well as negotiating settlements and managing competing demands.
Prepare and process matters relevant to any proceedings before a court, arbitration, mediation, or public inquiry, and attend as Kingston’s advocate or select and instruct appropriate external legal representation.
Provide advice and support to legal and non-legal junior staff.
Key requirements:
Qualified legal executive, solicitor, barrister, or chartered legal executive with a background in local government and a minimum of 5 years PQE.
Excellent knowledge of relevant legislation and decision-making processes and procedures.
Specific and demonstrable expertise in property, regeneration, and planning law with the technical skill and knowledge to lead on it for the organisation.
Experience of leading teams and the ability to manage, inspire, and motivate staff.
A solid track record of providing proactive, expert, timely, and authoritative legal advice and support to senior leaders and key decision-makers.
Good communication skills, both orally and in writing, along with good numeracy and analytical skills.
Ability to negotiate and draft complex legal agreements and deliver expert legal advice with practical, professional, and straightforward solutions.
Ability to work under pressure and respond efficiently to the changing needs of clients.
