Key Responsibilities
Lead the supply chain sourcing process for a portfolio of procurement projects, working within a supportive and passionate departmental culture. This will help ensure on-target delivery of our key business projects by sourcing from the supply chain and wider markets. (Dependent on specialist knowledge and experience this may be targeted to specific categories including Construction, IT and Technologies or Professional Services). Shape and challenge business requirements utilising market and supplier insight. Lead sourcing strategy development for specific projects as allocated, in line with agreed business objectives. Identify compelling and innovative sourcing strategies which challenge current ways of working and deliver best value to Portsmouth Water. Project management and prioritisation of several sourcing initiatives effectively through agile project delivery and problem-solving skills. Support development of best practice across the Procurement lifecycle; ensuring the Portsmouth Water process is regularly reviewed and updated. Build deep and trusting relationships with key stakeholders both internally and externally (supply chain) with an ability to engage and influence at senior levels. Skills & Qualifications
Ability to analyse and present complex commercial/contractual data and concepts to a wide range of stakeholders. Strong organisational skills and able to manage multiple workstreams. Solid negotiation, influencing and resolution skills. Outstanding communication skills and customer service ethic. Strong stakeholder engagement capabilities. Self-starter - resilient and tenacious under pressure and willingness to develop skills and experience. Knowledge of water industry or category-specific supply chain. Excellent proven commercial and contractual acumen. Experience of strategic sourcing/tendering in a multi-stakeholder environment and of working within multi-disciplinary teams. Relevant transferable business and/or supply chain knowledge. Track record in delivering against stretching targets. Knowledge and experience of regulated procurement procedures (either UCR or PCR). Knowledge and experience of NEC suite of contracts. CIPS or MCIPS qualified; or alternative qualifications in transferable expertise. Project management experience or qualifications.
