The role will lead the maintenance teams to ensure business and department objectives are delivered through effective management of the ATMS (Automatic Track Measuring System) and efficient use of financial control. The post holder will manage both internal technical teams and external maintenance contractors and will be expected to utilize the skills and abilities of the Technical team and allocated resources to best meet the workload and financial resources available. This is a Frontline Operational Delivery role looking to develop future inspection work streams, undertake analysis, and assess geometry of track quality work streams. Key Accountabilities

Overall responsibility for delivery of all TRV, ATMS, POB, and technical team programmes, through processing video data and resulting technical report preparation for delivery to the line Track Manager and supporting teams. Manage specified track maintenance and inspection programmes, including corrective repairs, so that the Company's track assets meet Company and LUL safety and quality directives, procedures, and associated standards for operating the scheduled train service. Review and improve inspection function to aid line patrolling in the future and to enable cost reductions in maintenance and inspection. Develop detailed scopes for the delivery of track quality improvement work packages and ensure all completed work is reviewed, analyzed, and correctly reported to the Track Manager. Key interface in delivery of all proactive work streams delivering performance improvements and efficiency gains each year. Identify geometry, noise, and vibration quick reports for the use of track teams within Track and present to the line Track Manager to influence work streams and future financial predictions for the delivery of effective maintenance. Ensure all tasks/projects are delivered within time, cost, and quality constraints and lead best practice across London Underground ensuring the full capabilities of Track Maintenance are realized and delivered. Deputise for the Assistant Track Manager (ATM) in their absence, covering the role and Management of the technical team when required. Manage daily, the technical team and a team of circa 40 contract staff to deliver all the lines maintenance reliability and efficiencies. Support Assistant Track Manager in the delivery of annual maintenance plans, rail defect removal programs, inspection frequencies, and Renewal of Way CWIR Proposals. Skills, Knowledge & Experience

Detailed knowledge of all aspects of permanent way maintenance, including plant, and awareness of modern mechanised and automated maintenance and inspection techniques. Hold relevant Civil engineering degree with experience of working in a railway environment (Essential). Thorough knowledge of safety and employment legislation and track-related railway operating rules and regulations and a working understanding of contract procedure and management and budgeting procedures. Hold current T002 (Preferred). Licensed to carry out S1175 and S1176 Inspections and mentoring (Preferred). Working knowledge of Maximo, FDM, and Ellipse (Essential). In-depth Knowledge of the requirements of the London Underground engineering standards, policies, and procedures, including knowledge of standards and specifications and detailed knowledge of clear route (Essential). Proven understanding of railway maintenance management principles (Essential). Hold a recognized safety certificate such as IOSH (Essential). Knowledge of safety and employment legislation and track-related railway operating rules and regulations and a working understanding of contract procedure and management and budgeting procedures (Essential). Experience

Proven experience of working in the track environment. Leadership and management experience of managing performance (LU / TfL and Agency teams) in an operational, people-intensive environment. Proven experience in one or more of the following: Managing Budgets between 8-15 Million per year. Track Video recording and analysis. Significant experience of Maintenance and Inspection.
