Purpose of Job To oversee and perform difficult, skilled work installing and maintaining water and sanitary sewer mains under the direction of the Water and Wastewater Construction Superintendent. Essential Job Duties Decides how to repair mains and install new services. Participates in the construction, repair and replacement of water and wastewater lines, taps, fire hydrants, valves, meters and wastewater service cleanouts. Supervises, trains, and instructs crew workers on completing daily orders and assignments. Completes all time and material reports as required. Retrieves and inputs data into the information management system via a tablet. Practices deductive reasoning to determine the existence of possible leaks and their origin. Diagnoses sanitary sewer problems on mains and service lines and resolves the problems. Understands the rules related to sample collection during an emergency repair to allow for compliance with federal, state, and local laws and regulations. Raises and lowers manholes and meter boxes and determines flush grade of the surrounding area. Taps water pressure lines, makes connections, and installs various devices. Manages the various personnel-related aspects of a crew including coordinating paid time off and maintains documentation accordingly. Other Job Duties Oversees the locating of telephone lines, gas lines and other underground utilities during excavation. Establishes traffic control when needed for water main or wastewater line repairs according to the regulations set forth in the Manual on Uniform Traffic Control Devices (MUTCD). Works closely with Water/Wastewater Operations and Construction Superintendents and other departmental personnel. Assists with preparation of annual budget. Works on-call duty at least one week on a rotating four (4) week schedule requiring availability to respond 24 hours per day. Performs other related tasks as required. Primary Job Challenges Maintaining a working knowledge of all facets of water and wastewater utility operations. Adjusting to diversity of various connections and types of materials that are necessary for a water and sanitary sewer system. Coordinating with other city departments and contractors to meet design and construction deadlines. Equipment Operated Desktop computer and tablet (iPad). Basic office equipment including a printer, copier, and calculator. Mechanical equipment such as a backhoe or front-end loader, etc. Automobile and/or truck with a two-way radio. Key Competencies Required Thorough knowledge of all city policies and procedures. Thorough knowledge of Tennessee Department of Environment and Conservation (TDEC) Rules and Regulations relating to water contamination. Knowledge of the methods, practices, equipment and tools for all construction means and methods. Knowledge of all safety hazards and safety precautions for construction and repair of water and wastewater systems. Knowledge of water and sewer systems of the city, including the size and location of all valves, hydrants and mains. Knowledge of interpreting plans, drawings and specifications. Ability to use specialized tools to perform various jobs related to operation and maintenance. Ability to design and oversee the construction of a water or wastewater project. Ability to understand and follow oral and written instructions. Ability to express ideas clearly, concisely, and convincingly, both orally and in writing. Ability to establish and maintain effective working relationships with City employees and the general public. Physical Demands and Work Environment Employee will work both indoors and outdoors and will sit, stand, stoop, walk, and lift light and heavy objects (more than 25 pounds). Employee will operate an automobile or truck and other equipment. Employee will be exposed to dangerous machinery and conditions, fumes, chemicals and other toxic substances. Qualifications Education and Experience:

Graduation from a standard high school with at least three (3) years of experience in water and wastewater maintenance and construction; or a combination of education and experience equivalent to the required knowledge and abilities. Required Certifications/Licenses:

Must possess a valid driver’s license issued by the State of Tennessee with a Class A CDL. Must pass a drug screen and physical examination based on the essential functions of the job given by the city’s designated physician. #J-18808-Ljbffr
