Project Overview
Nicholas O’Dwyer is providing Technical Assistance and Supervision services for a key water and wastewater infrastructure projects across the Gaziantep, Adıyaman, and Kilis provinces in Turkey. The programme includes the design, construction supervision, and operational planning of drinking water and wastewater treatment plants, pumping stations, and network rehabilitation. The work places a strong emphasis on sustainability, institutional capacity building, and resilience.
About the Role
Nicholas O'Dwyer is seeking a Health & Safety Expert to provide oversight, coordination, and monitoring of all health, safety, and environmental (HSE) aspects during the construction and commissioning of water and wastewater infrastructure projects. The H&S Expert will ensure compliance with national and international safety standards, contractor HSE plans, and contribute to a strong culture of safety performance on-site.
Main Duties and Responsibilities
- As a Health & Safety Expert, working in collaboration as part of a larger team is essential for this role.
- Will hold overall responsibility for monitoring and verifying implementation of contractor HSE plans and procedures.
- Take ownership and lead on HSE audits, inspections, risk assessments, and incident investigations across all active sites.
- Responsible for ensuring contractor compliance with Turkish H&S legislation and international safety standards (e.g. IFC, EBRD).
- Support with development of site-specific safety documentation, emergency response planning, and training activities.
- Responsibility to maintain regular updates and communicate safety findings and incident reports to project stakeholders.
- Responsible for supporting and guiding resident engineers and client staff in proactive H&S management and enforcement.
- Maintaining a culture of continuous improvements across all aspects of the working environment and projects.
- To ensure maximum flexibility and to reflect the Company's evolving needs, additional tasks and responsibilities will form part of this role as it evolves.
Knowledge, Skills and Experience Required:
- A degree in Occupational Health & Safety, Environmental Engineering, or a related field is required.
- Minimum of 8 years’ professional experience and a minimum of 3 years in HSE roles on Water or Wastewater infrastructure projects, including site supervision.
- Recognised international H&S certification such as NEBOSH or equivalent is required.
- Familiarity with Turkish H&S law, international IFI (e.g. EU, EBRD, WB) safety guidelines, and contractor compliance auditing.
- Experience in EU or other international funded projects.
- Experience in writing and reviewing safety plans, incident reports, and conducting toolbox talks or HSE training.
- Strong reporting and communication skills, with ability to maintain clear safety records and procedures.
- Proven ability and interest to support and advise multidisciplinary site teams on safety performance.
- Competent in office packages, Microsoft, excel PowerPoint etc.
- Good time management skills, with the ability to prioritise work and manage many tasks concurrently.
- Excellent clear and concise communication skills and the ability to work as part of a multi-disciplinary and multi-cultural team.
