I need help hanging a picture frame securely on wall

I’m looking for someone to hang a framed artwork on a plaster wall in my living room. The wall is currently empty and I’d like the frame aligned with the adjacent shelf and at about eye level. I have a metal sawtooth hook on the back, and I’ll provide the wall anchor and screw, but I’m open to using standard picture hooks if that’s recommended. Please bring your own drill/level and ensure the mount is secure for a medium-weight frame. I’d prefer a tidy install with minimal damage to the wall and no large holes. Availability in the afternoon would be great.
